Work permit for foreign citizens

To whom a work permit is issued:

Foreign citizens and stateless persons invited by the employer to perform work in Turkmenistan.
When hiring foreign citizens, the employer is obliged to observe the priority right of citizens of Turkmenistan to occupy vacant positions, that is, the number of foreign workers should not exceed 10% of the total number of employees.

The procedure for issuing work permits:

A work permit may be issued for up to 1 (one) year and may be extended for up to 1 (one) year. Based on the employer’s appeal to the State Migration Service of Turkmenistan, applications are considered and answered within 30 calendar days. (if necessary, it can be extended up to 45 calendar days).
Persons who can work without obtaining work permits:
Stateless persons who have identity documents issued by the competent state bodies of Turkmenistan; Employees of foreign diplomatic missions, consular offices, as well as representative offices of international organizations accredited by the Ministry of Foreign Affairs of Turkmenistan;
Foreign employees of scientific, educational and cultural institutions established in accordance with the legislation of Turkmenistan and international treaties, as well as official representatives of international humanitarian and charitable organizations;
Correspondents (journalists) of foreign mass media accredited by the Ministry of Foreign Affairs of Turkmenistan;
Foreign religious workers of religious organizations officially registered in the territory of Turkmenistan; Foreign citizens invited by the ministries and departments of Turkmenistan in agreement with the Cabinet of Ministers of Turkmenistan to carry out pedagogical, scientific, cultural and intellectual activities, including for holding short-term or urgent training sessions and conferences in educational institutions of Turkmenistan;
Foreign citizens visiting Turkmenistan for a period of up to one month as experts to conduct financial, audit and other checks, service negotiations, conclude contracts;
Employees of departments of foreign states arriving in Turkmenistan for up to one month for installation, repair and maintenance;
Founders, shareholders, managers and foreign citizens who are members of the management bodies of legal entities of foreign states who are not in labor relations with corporate entities (their branches and representative offices) in accordance with the labor legislation of Turkmenistan;
Foreign students studying in educational institutions of Turkmenistan on a full-time basis and working in these institutions in their free time and on vacation;

Foreign citizens with conditional employment;

Persons who are members of the crews of vehicles engaged in passenger and freight transportation in international traffic of foreign states;

Persons granted asylum in Turkmenistan;

Persons recognized as refugees in accordance with the legislation of Turkmenistan;
Persons who have applied for refugee status and received a temporary certificate of registration of refugee status;
Foreign citizens permanently residing in Turkmenistan or staying in Turkmenistan for the purpose of permanent residence;
Foreign citizens whose employment procedure is determined by international treaties of Turkmenistan.
