According to the regulation approved by the decree of the President of Turkmenistan:
Invitations of foreign citizens and stateless persons on the territory of Turkmenistan are issued at the State Migration Service of Turkmenistan, outside the country, visas are issued by the Diplomatic and Consular Services of Turkmenistan.
Note : Acceptance of documents for issuing a visa of Turkmenistan in the Diplomatic and Consular Services of Turkmenistan is carried out on the basis of the application of the foreign citizens themselves and stateless persons.

- The list of documents for the invitation of a foreign citizen:

- application in the prescribed form
- copy of the passport of the inviting person
- color photograph of the invited person (3 x 4 color)
- copy of the foreign passport of the invited person
- documents confirming relationship
- In some cases, additional documents may be required.
Deadlines for consideration of applications for an invitation
The terms of consideration of documents for a visa begin from the moment of submission of documents, in the usual manner – 10 working days, urgently – 3 working days . In some cases, consideration of a visa application may take up to 45 calendar days.
Who is exempt from paying the state fee
- The following persons are exempted from payment of state fee:
- Members of foreign official delegations and persons accompanying them
- Foreign citizens of countries that have an agreement with Turkmenistan that they arrive in the country to visit a seriously ill family member or close relative, to participate in the funeral of a family member upon presentation of appropriate confirmation (telegram).
- Foreigners traveling to Turkmenistan with humanitarian assistance agreed with the interested state bodies of Turkmenistan;
- Children under 7 years of age are 100% exempt from the consular fee, children from 7 to 16 years of age are 50% exempt from the consular fee. Payment is made only for actual expenses and visa sticker 15$; The reason for refusal of an invitation or visa may be:
- Establishing the unreliability of documents submitted by the inviting person for obtaining a visa; if the invited foreigner has not executed the penalty for committing a criminal or administrative offense imposed on him during his previous stay in Turkmenistan;
- If, when applying for entry, he provided false information about himself or did not submit the necessary documents within the time period established by the legislation of Turkmenistan if, within five years prior to the submission of the application, the invited foreigner was expelled from Turkmenistan;
- Negative response of the authorized state body to the request for approval, which is required for the provision of public services, as well as a negative conclusion of the audit; Schedule
- Departments of the State Migration Service of Turkmenistan accept documents:
- From Monday to Saturday from 08-00 to 18:00, with a lunch break from 13-00 to 14-00, on Saturday reception is carried out until 13:00.
- The application is accepted and the result of the services rendered is issued at the place of registration of the inviting person from 08:00 to 18:00 with a lunch break from 13:00 to 14:00.
- Reception of citizens is carried out in turn, without prior appointment and accelerated service.
