Internal labor migration
In order to regulate internal migration, internal migrants are registered at their place of residence in order to ensure the necessary conditions for them to exercise their rights and freedoms, as well as fulfill their obligations to other citizens of Turkmenistan.
Temporary registration – for the purpose of work, study or temporary residence, temporary registration is considered when staying elsewhere for more than 45 calendar days without leaving the place of permanent residence. This rule applies to citizens of Turkmenistan.
In order to come to Ashgabat from the provinces of the country and carry out work, first of all, a work permit for work in Ashgabat must be obtained from the Ministry of Labor and Social Protection of the Population of Turkmenistan.
To obtain a work permit, an employer or a self-employed citizen (agency, enterprise or private entrepreneur) must apply to the Ministry of Labor and Social Protection of the Population of Turkmenistan.
Applications and documents attached to them are considered by the Ministry within 15 days from the date of receipt, if necessary, this period can be extended up to 30 days.

- Citizens who come to work in Ashgabat must apply to the Ashgabat Department of the State Migration Service of Turkmenistan for registration at their place of residence within 5 working days after the work permit is formalized.

- In other regions of the country, registration of citizens who perform services based on civil law contracts, as well as people who do business without creating a legal entity, is carried out by applying to the relevant migration service office within 5 working days from the date of starting work.
- Students studying in higher and secondary vocational schools of the country must apply to the khyakim within 5 working days from the date of the relevant order on their admission.
- Citizens staying temporarily for private purposes should apply to the relevant district authorities for temporary registration at their place of stay.
- Registration of citizens at their place of residence is free of charge.
- Citizens performing labor are registered for up to 1 year at their temporary residence, and students are registered until the end of their studies.
- To extend the validity of your registration, you must apply before it expires.
- When registered citizens change their residential address, they are registered at the new address within 5 working days based on the application to the migration service by the employers.
Employers are required to:
- to provide living space for people called to work;
- To register with the State Migration Service of Turkmenistan at the place of residence within the specified time;
- To notify the competent authorities when the person called to work quits the job, when he leaves the workplace on his own.
- In the event that the registration certificate is lost or unfit for use, a replacement is formalized by the respective migration service agencies and authorities within 3 days based on the application of individuals in the prescribed manner.
Documents required for temporary registration:
- Payment
- Passport and copy;
- 1 color photograph (30x40 mm in size);
- A document that is the basis for temporary residence in housing (a copy of a civil-law contract on renting, an application from a person providing housing or other documents);

- Note: A person who temporarily goes to another place (within the territory of that province) for a period of more than forty-five calendar days without leaving the place of permanent residence within the territory of a province or a provincial city is exempted from registration.
