Citizenship of Turkmenistan

Citizenship of Turkmenistan is a stable legal connection of a person with Turkmenistan, which means a set of mutual rights and obligations.

A citizen of Turkmenistan is not recognized as a citizen of another country. If a citizen of Turkmenistan has the citizenship of another state, then he is considered only a citizen of Turkmenistan in accordance with the legislation of Turkmenistan.

The residence of a citizen of Turkmenistan in the territory of another state does not automatically terminate the citizenship of Turkmenistan.

Conditions for acceptance of citizenship of Turkmenistan

  • Citizenship of Turkmenistan may be granted to a person who has attained the age of eighteen and is capable of majority on the basis of his or her written application, if the citizen:
  • undertakes to observe and respect the Constitution and laws of Turkmenistan;
  • if he/she knows the state language of Turkmenistan within the scope of conversation;
  • if he/she has permanently resided in the territory of Turkmenistan during the last five years;
  • if he/she has a legitimate source of income.
  • Procedure for obtaining citizenship
  • A person who has reached the age of 18 and is a permanent resident of Turkmenistan and has full legal capacity, writes an application to the President of Turkmenistan for acceptance of citizenship of Turkmenistan and submits it to the office of the migration service at the place of permanent residence.   • If, as a result of the termination of a person's citizenship, he or she becomes stateless, in accordance with the requirements of the Law of Turkmenistan "On the Citizenship of Turkmenistan" dated June 22, 2013 and the Convention on the Reduction of Statelessness dated August 30, 1961, the termination of his/her citizenship is not allowed.
  • Applications of minors are not accepted separately, they are indicated in the applications of one of the parents.
  • Note: On the basis of Part 1 of Article 17 of the Law of Turkmenistan "Citizenship of Turkmenistan" due to military service, security, police, justice institutions, diplomatic service or other state authority and administrative bodies in other countries, a person loses the citizenship of Turkmenistan.
  • Note: Once applications for Turkmen citizenship have been submitted to the State Migration Service in accordance with the established procedure, applications for citizenship of Turkmenistan by persons who have acquired the citizenship of foreign States are rejected.

Documents confirming the citizenship of Turkmenistan

  • The passport of a citizen of Turkmenistan or other document confirming the citizenship of Turkmenistan issued by the competent state authorities of Turkmenistan is a document confirming the citizenship of Turkmenistan.
  • The citizenship of a child under the age of sixteen is confirmed by his/her birth certificate or the passport of one of the parents who are citizens of Turkmenistan.
  • Citizenship of Turkmenistan is granted on the following basis
  • by birth (get to know more...);
  • by submitting an application for citizenship;
  • with restoration of citizenship;
  • other principle provided for in the Law of Turkmenistan "On Citizenship of Turkmenistan" or international treaties of Turkmenistan.

Citizenship of Turkmenistan upon marriage or dissolution

  • The marriage or divorce of a citizen of Turkmenistan with a foreign citizen or stateless person does not lead to a change in citizenship.
  • A change in the citizenship of one of the spouses does not change the citizenship of the other spouse.
  • Dissolution of marriage does not change the citizenship of children born or adopted during the marriage.
  • A foreign citizen or a stateless person who is married to a citizen of Turkmenistan may be admitted to the citizenship of Turkmenistan at the request of a foreign citizen or a stateless person and if the conditions stipulated in the Law of Turkmenistan "On Citizenship of Turkmenistan" are met.
